Vlaanderen kampt met een overaanbod aan (vaak slecht gelegen) bouwgronden die ongeveer 45 jaar geleden werden bestemd in de gewestplannen. Om de ‘betonstop’ te kunnen realiseren, lanceren Hans Leinfelder en Pascal De Decker van Faculteit/Departement Architectuur, samen met Tom Coppens en Guy Vloebergh van Universiteit Antwerpen, het voorstel om het gewestplan te laten vervallen buiten de stedelijke gebieden binnen een periode van drie jaar. Verdere speculatie die de waarde van de gronden kunstmatig hoog houdt, zou ontmoedigd worden waardoor er een realistische compensatievergoeding kan worden uitgewerkt. Gemeenten kunnen dan, na planningsprocessen, gebieden die de toets van het beleidsplan doorstaan, herbestemmen als bouwgrond. Het zou een complete gamechanger betekenen voor de Vlaamse ruimtelijke planning. In het kader van het Bouwmeester Label zal een interdisciplinaire en interuniversitaire werkgemeenschap samengebracht worden om de impact en haalbaarheid van het voorstel te bespreken, met medewerking van studenten van Universiteit Antwerpen en KU Leuven. Flanders is faced with an oversupply of (often poorly located) building plots that were designated in the regional plans about 45 years ago. In order to be able to realize the ‘concrete stop’, Hans Leinfelder and Pascal De Decker of the Faculty / Department of Architecture, together with Tom Coppens and Guy Vloebergh of the University of Antwerp, are launching the proposal to let the regional plan fall outside the urban areas within a period of three year. Further speculation that artificially rises the value of the land would be discouraged and a realistic compensation payment could be worked out. After planning processes, municipalities can then reallocate areas that pass the test of the policy plan as building land. It would mean a complete game changer for the Flemish spatial planning. Within the framework of the Bouwmeester Label, an interdisciplinary and inter-university work community will be brought together to discuss the impact and feasibility of the proposal, with the assistance of students from the University of Antwerp and KU Leuven.
