This first publication of Tristan Claus’ doctoral research, co-authored with Maarten Gheysen and Hans Leinfelder, explores the decision-making process behind the legal provision in Flanders allowing the rebuilding of residential dwellings in agricultural zones in land-use plans (i.e. non-conforming dwellings). Drawing on semi-structured interviews with mayors, alderpersons, members of parliament, ministers, special advisers, civil servants, lawyers, and representatives of interest groups, the article reveals how their roles and interactions enabled individual building projects to be directly articulated into planning legislation, ultimately undermining the strategic planning system.
